    On Tuesday, a caller to the Alex Jones Show brought up H.R.390, theNational Emergency Centers Establishment Act, introduced in the House of Representatives on January 23 of this year by Florida DemocratAlcee L. Hastings. The bill – submitted to the Subcommittee on Intelligence, Emerging Threats & Capabilities – is a reformulation of an earlier bill going by the same name,H.R. 645, introduced in 2009. That bill was referred to committee and subsequently died there.
    If it had made it out of committee, the earlier legislation would direct the Secretary of Homeland Security to do the following:
    (1) to provide temporary housing, medical, and humanitarian assistance to individuals and families dislocated due to an emergency or major disaster;
    (2) to provide centralized locations for the purposes of training and ensuring the coordination of Federal, State, and local first responders;
    (3) to provide centralized locations to improve the coordination of preparedness, response, and recovery efforts of government, private, and not-for-profit entities and faith-based organizations; and
    (4) to meet other appropriate needs, as determined by the Secretary of Homeland Security.
    H.R. 390 proposes to accomplish the same objectives. It will “designate closed military installations as sites whenever possible and to designate portions of existing military installations as centers otherwise.”
    Responding to the earlier bill, then Congressman Ron Paul said the legislation would be used to incarcerate Americans following the establishment of martial law. “Yeah, that’s their goal, they’re setting up the stage for violence in this country, no doubt about it,” Paul responded to a question about the House bill. “They’re putting their back up against the wall and saying, if need be we’re going to have martial law,” Paul added.
    In December 2008, the Washington Post reported on plans to station 20,000 more U.S. troops inside America for purposes of “domestic security” from September 2011 onwards, an expansion of Northcom’s militarization of the country in preparation for potential civil unrest following a total economic collapse or a terror attack.
    H.R. 645 followed up on a number of significant events, including the stationing of active duty military personnel inside the U.S. under Northcom, in part for the purpose of “crowd control.”
    Prior to the introduction of the bill, U.S. troops returning from Iraq were assigned to conduct “homeland patrols” and part of that assignment was to deal with “civil unrest and crowd control.”
    In the years leading up to FEMA concentration camp legislation, the government prepared for the eventuality of civil and political unrest. Rex 84, Operation Garden Plot, Operation Cable Splicer, and a flurry of executive orders issued over the years have established the framework for concentration camps.
    Add to this the Pentagon’s Civilian Inmate Labor Program, provided by Army Regulation 210-35, that establishes labor programs and prison camps on Army installations. It was issued in 2005, well before the current legislation of its predecessor. Signaling that the effort was not sidelined or mothballed, in January 2006, Kellogg, Brown and Root reported that they had received a contract from the Department of Homeland Security to expand these internment camps.
    The government is determined to keep information about its FEMA concentration camps as secret as possible. This was demonstrated in December, 2010, when TruTV inexplicably pulled an episode of Jesse Ventura’s Conspiracy Theory dealing with FEMA camps and fusion centers.
    It is not certain H.R.390 will make it out of committee and become law. But its reintroduction earlier this year reveals a sincere desire on the part of the establishment to put a martial law detention infrastructure in place, especially now as the economy continues its danse macabre and the prospect of revolution grows within the United States.

    Sometimes cognitive dissonance, which used to be called contradiction, rings a gong so loud it knocks you off your chair.

    But if you’re an android in this marvelous world of synthetic reality, you get up, put a smile back on your face, and trudge on…

    Let’s see. NSA is the most awesome spying agency ever devised in this world. If you cross the street in Podunk, Anywhere, USA, to buy an ice cream soda, on a Tuesday afternoon in July, they know.

    They know if you sit at the counter and drink that soda or take it and move to the only table in the store. They know if you lick the foam from the top of the glass with your tongue or pick the foam with your straw and then lick it.

    They know if you keep the receipt for the soda or leave it on the counter.

    They know whether you’re wearing shoes or sneakers. They know the brand of your underwear. They know your shaving cream, and precisely which container it came out of.

    But this agency, with all its vast power and its dollars…

    Can’t track one of its own, a man who came to work every day, a man who made up a story about needing treatment in Hong Kong for epilepsy and then skipped the country.

    Just can’t find him.

    Can’t find him in Hong Kong, where he does a sit-down video interview with Glenn Greenwald of The Guardian. Can’t find that “safe house” or that “hotel” where he’s staying.

    No. Can’t find him or spy on his communications while he’s in Hong Kong. Can’t figure out he’s booked a flight to Russia. Can’t intercept him at the airport before he leaves for Russia . Too difficult.

    And this man, this employee, is walking around with four laptops that contain the keys to all the secret spying knowledge in the known cosmos.

    Can’t locate those laptops. Can’t hack into them to see what’s there. Can’t access the laptops or the data. The most brilliant technical minds of this or any other generation can find a computer in Outer Mongolia in the middle of a blizzard, but these walking-around computers in Hong Kong are somehow beyond reach.

    And before this man, Snowden, this employee, skipped Hawaii, he was able to access the layout of the entire US intelligence network. Yes. He was able to use a thumb drive.

    He walked into work with a thumb drive, plugged in, and stole…everything. He stole enough to “take down the entire US intelligence network in a single afternoon.”

    Not only that, but anyone who worked at this super-agency as an analyst, as a systems-analyst supervisor, could have done the same thing. Could have stolen the keys to the kingdom.

    This is why NSA geniuses with IQs over 180 have decided, now, in the midst of the Snowden affair, that they need to draft “tighter rules and procedures” for their employees. Right.

    Now, a few pieces of internal of security they hadn’t realized they needed before will be put in place.

    This is, let me remind you, the most secretive spying agency in the world. The richest spying agency. The smartest spying agency.

    But somehow, over the years, they’d overlooked this corner of their own security. They’d left a door open, so that any one of their own analysts could steal everything.

    Could take it all. Could just snatch it away and copy it and store it on a few laptops.
    But now, yes now, having been made aware of this vulnerability, the agency will make corrections.

    Sure.


    The Matrix Revealed


    And reporters for elite US media don’t find any of this hard to swallow.

    A smart sixth-grader could see through this tower of fabricated baloney in a minute, but veteran grizzled reporters are clueless.

    Last night, on Charley Rose, in an episode that left me breathless, a gaggle of pundits/newspeople warned that Ed Snowden, walking around with those four laptops, could be an easy target for Chinese spies or Russian spies who could get access to the data on those computers. The spies could just hack in.

    But the NSA can’t. No. The NSA can’t find out what Snowden has. They can only speculate.

    It’s charades within charades.

    This whole Snowden affair is an op. It’s the kind of op that works because people are prepared to believe anything.

    The tightest and strongest and richest and smartest spying agency in the world can’t find its own employee. It’s in the business of tracking, and it can’t find him.

    It’s in the business of security, and it can’t protect its own data from its employees.

    If you believe that, I have timeshares to sell in the black hole in the center of the Milky Way.

    In previous articles (see Spygate on this blog), I’ve made a case for Snowden being a CIA operative who still works for his former employer. He was handed a bunch of NSA data by the CIA. He didn’t steal anything. The CIA wants to punch a hole in the NSA. It’s called an internal turf war. It’s been going on as long as those agencies have existed side by side.

    For example….the money.

    Wired Magazine, June 2013 issue. James Bamford, author of three books on the NSA, states:

    In April, as part of its 2014 budget request, the Pentagon [which rules the NSA] asked Congress for $4.7 billion for increased ‘cyberspace operations,’ nearly $1 billion more than the 2013 allocation. At the same time, budgets for the CIA and other intelligence agencies were cut by almost the same amount, $4.4 billion. A portion of the money going to…[NSA] will be used to create 13 cyberattack teams.”

    That means spying money. Far more for NSA, far less for CIA.

    Turf war.


    Exit From the Matrix


    But in this article, let’s stay focused on the fairy tales, which are the cover stories floated to the press, the public, the politicians.

    We have reporters at the Washington Post and at The Guardian. We have Julian Assange, the head of Wikileaks. They’re all talking to Snowden. The NSA can spy on them. Right? Can listen to their calls and read their emails and hack into their notes. Just like people have been hacking into the work and home computers of Sharyl Attkisson, star CBS investigative reporter.

    But the NSA can’t do all this spying and then use it to find Snowden. Just can’t manage it.

    So…everybody in the world with a computer has passwords. The NSA can cut through them like a sword through hot butter. But Assange and the Post and Guardian and Snowden must have super-special passwords.

    They got these passwords by sending a stamped self-addressed envelope, along with 25 cents, and a top from a cereal box, to The Lone Ranger. These passwords are charged with atomic clouds that obscure men’s minds so they cannot see or spy. They’re immortal and invulnerable.

    The NSA can spy on anyone else in the world, but they can’t get their foot in the door, when it comes to the Post, The Guardian, and Assange.

    And if Snowden winds up in Ecuador, that too will become an insurmountable mystery.

    Nope, we don’t know where he is. He’s vanished. Ecuador has a Romulan shield surrounding it. The cloaking technology is too advanced.”

    Perhaps you recall that, in the early days of this scandal, Snowden claimed he could spy on anyone in the US, including a federal judge or even the president, if he had their email addresses.

    Uh-huh. But the combined talents of the NSA, now, can’t spy on Snowden. I guess they just can’t find his email address.

    Snowden isn’t the only savvy computer kid in the country. There must be a million people, at minimum, who can cook up email addresses that evade the reach of the NSA. Yes?

    What we have here are contradictions piled on contradictions piled on lies.

    And in the midst of this, a whole lot of people are saying, “Don’t look too closely. Snowden is a hero and he exposed the NSA and that’s a wonderful thing.”

    And a whole lot of other people are saying, “Snowden is a traitor and he should be tried for treason or killed overseas. That’s all you need to know.”

    The truth? Well, the truth, as they say, is the first casualty in war. But in the spying business, the truth was never there to begin with. That’s one of the requirements of the industry.

    Son, if you think you’ve lied before, you haven’t got a clue. We’re going to tell you to do things that’ll make your head spin. That’s the game we’re in. We’re going to make you tell lies in your sleep.”

    And these are the people the public believes.

    It’s a beautiful thing. It really is. The fairy tales are made of sugar and the public, the press, and the people eat them. And then they ask for more.

    Spy agencies win millions more to fight terror threat

    Britain's intelligence agencies will emerge as the biggest winners from the Government’s review of public spending, The Telegraph can disclose.

    MI6, MI5 and Government Communications Headquarters (GCHQ) will see an inflation-busting increase in their combined £1.9 billion budget, underlining the Government’s concern over the growing terrorist threat following the Woolwich attack.
    Police spending on counter-terrorism will also be protected and will rise in line with inflation.
    The percentage increase in the budgets of the intelligence agencies – at more than three per cent in addition to inflation – will be the largest of any item of government spending including the NHS, schools and international development.
    It will lead to the agencies receiving about another £100 million in funding annually from 2015.
    Local councils are also expected to emerge as winners with increased funding for elderly social care. Money from the ring-fenced NHS budget is expected to be diverted to help fund care homes and home visits for frail pensioners.
    George Osborne will on Wednesday unveil the Government’s spending plans for the 2015-16 financial year following months of Whitehall wrangling.
    The Spending Review, which will cut a further £11.5 billion in public expenditure, is regarded as especially sensitive as the cuts will be implemented just weeks before the next general election.
    The biggest losers will include the Business department, the Culture department, the Home Office and the Justice department, which are expected to each lose about eight per cent from their budgets.
    The Ministry of Defence will see its budget cut by about £1 billion, although this will not involve further reductions in front-line troops.
    Mr Osborne is also expected to set out plans for long-term caps on welfare spending and other areas of government expenditure which are not tightly controlled.
    The Chancellor will detail proposals to divert the money saved from Whitehall spending to fund long-term infrastructure projects such as widening major roads.
    He is expected to say: “Britain is moving from rescue to recovery. But while the British economy is leaving intensive care, now we need to secure that recovery.
    “We’re saving money on welfare and waste to invest in the roads and railways, schooling and science our economy needs to succeed in the future.”
    The intelligence agencies have recently faced criticism that they are struggling to deal with emerging threats, amid suggestions that MI5 and MI6 could have done more to prevent the murder of Drummer Lee Rigby in Woolwich. One of the suspects had attempted to travel to Somalia and both were known to the intelligence services.
    GCHQ’s activities have also come under scrutiny following accusations that it may be abusing its power in secretive projects with the United States to monitor internet traffic.
    The Chancellor is understood to have contacted the heads of the three agencies last Friday to inform them of their spending increases. MI5, MI6 and GCHQ have seen their budgets fall in real terms by more than 10 per cent since 2010 and there were fears that they would face a further round of cuts.
    A Whitehall source said: “This has been one of George’s personal priorities. It is vitally important we look after these budgets and they were settled last week with agreement at the very highest level.”
    Mr Osborne and the Prime Minister are understood to believe the agencies need more resources to tackle the growing terrorist threat from sub-Saharan Africa and Syria, and the rising problem posed by cyber terrorism.
    In the wake of the GCHQ snooping row, William Hague, the Foreign Secretary, praised the agencies’ work and cooperation with US counterparts.
    Speaking in America, he said “we should have nothing but pride” in the “intelligence-sharing relationship between Britain and the United States”. He added that both countries’ intelligence work operated “under the rule of law” and “only exists to protect” people’s freedoms.
    Mr Osborne confirmed on Tuesday that the NHS and schools budgets would continue to rise.
    Money is also expected to be diverted from the health budget to local authorities to fund social care. Norman Lamb, a health minister, recently warned of an impending crisis in social care as councils struggled to fund enough places for ailing pensioners.
    Last week, council leaders warned Mr Osborne that street lights may have to be switched off and libraries closed unless NHS funding was diverted to help pay for elderly care.
    They said the amount of money spent on social care has been cut by a fifth in less than three years and they were preparing to reduce budgets further.
    Mr Osborne agreed for £2 billion to be transferred from the NHS to the social care sector in his previous Spending Review, but councils said much of the money has gone on propping up the system because of the ageing population.
    Ministers are also expected to set out the entitlement criteria for state help. The Government has pledged to cap the maximum bill that anyone faces for social care at £72,000 from 2016, and the details of how this will work are to be announced this week.
    Earl Howe, a health minister, was asked about the growing problem in social care, with hospitals often forced not to discharge elderly patients who are infirm but not ill because they have nowhere to go. He said there would be “more news” about increased funding for social care on Wednesday and sources confirmed that the social care budget would rise after several years of cuts.
    Danny Alexander, the Chief Secretary to the Treasury, also hinted that the Government may speed up the introduction of its community budgets programme, which is designed to make public sector services share operations.
    He urged MPs to “listen carefully” to the Chancellor’s statement for more news after being asked about the programme’s national implementation.

    Millions of Barclays bank account holders will have their mobile devices tracked from October this year.  The banking giant also plans to sell customer’s purchasing information to third party companies or government departments, it has been revealed.
    Barclays will make this level of big brother surveillance mandatory for all customers and have refused to let account holders ‘opt-out’ of the invasive scheme. If you don’t like it, your only option is to close your account.
    The bank has written to customers informing them that ‘information about the transactions on your account’ will be used to compile reports about spending trends across Britain. They also claim that the Orwellian-style tracking of mobile devices will help them to combat fraud.
    Speaking to ComputerworldUK, a Barclays spokesperson defended the bank:

    “We only use information in a numerical, anonymised and aggregated way as is standard practice at many companies.
    “It is not about providing information for sales or marketing use and does not include any personal data.
    “This is all in accordance with industry guidance from the Information Commissioner’s Office and the law.”
    This is perhaps a result of massive EU lobbying by Barclays and other companies, according to Jim Killock of the Open Rights Group:
    “Users need control of their data. Barclays should be asking people to opt in, rather than opt out, of data collection. Barclays’ privacy changes are just one more reason why new strong data protection needs to be implemented in Europe.
    “As Barclays has been part of the massive lobby effort tabling 4,000 amendments to water the EU regulation down, MEPs should trust Barclays’ motives to change the law even less now they can see what the bank thinks meaningful consent and control really means for its customers.”
